No you can't run a standard bulb, the sockets you have is a mogul socket and is larger than standard, and with a 400w ballast you need to run 400w bulbs, if you wanted to run a 600w bulb you'll have to get another ballast.

It's most likely the type of light you're using, I'm guessing that your light at 20" up is an HID. Use a smaller light on seedlings so you can keep it closer, I use T8's and can keep the bulbs within an inch of the young-in's You can bury the stem right up to the bottom of the cotyledon leaves.

I would mount it to the lid, and shim the plant up to keep it as close as possible to the lights, and as it grows reduce the shims under it. For flower I'd go for 4 @ 2700k and 2 @ 3500k
