    My concern is with the usage of blade style fuses in high voltage applications. The fuse holders you showed are generally rated for 12 volt systems and have a voltage max of 32 volts. The ac side is either 110 volts or higher and the cobs in series is even higher voltage.

    What is the max amperage rating on the cobs you are using? That is the fuse amperage I would use to protect the dc side. Anything with a higher amp rating will only save the house.

    Fusing the dc side at 5 amps is not going to save the cob. The max amperage the 36v crees are rated for is 3 amps I believe. Make sure the fuses are rated for the voltage you intend to run them at.

    The less efficient the light the more heat it can generate. I would go for a mix of cfl and led screw-in bulbs. Cfl for heat and a little light and led for directional light intensity. Using multiple sockets you could easily change how many watts you are running and dial it in.

    It will be easier to keep autos warm because you can run the light 24 hours a day. An adjustable fan would make it easy to keep airflow low and not exchange all your heat outside the grow area.     Yes, cobs leds have a great spectrum that matches up close to the McCree Curve (what plants crave) I use 3000k crees myself for flowering but you can use 3500k - 4000k for veg and flower.     I personally mounted the heatsink fins outside my cabinet and the cobs inside through the ceiling. My drivers are mounted outside as well

    Passive cooling helps keep the heat up at the top of the tent instead of stirring it around. In conjunction with a heat extraction fan placed at the top it could possibly be more efficient at removing the heat.

    Toss a cfl or incandescent bulb in for some cheap easy heat during lights on. Maybe you could spray paint them black if you need heat during lights off. Don't worry to much about efficiency, decreased yeild would be a bigger loss.
