Government helps create an environment for homelessness when they institute zoning and endless codes etc.
Those things artificially constrain the supply of housing and drive up costs for what is clearly a need, low cost housing for people of low financial means. Government policy on how to solve homelessness ignores that government policies CREATE homelessness. Irony.
